The voltage needed to power up a high pressure sodium or metal halide bulb can be less than the maximum open circuit voltage rating on the light bulbs respective ballast. In order to provide the extra voltage an ignitor is needed to provide a very quick 'jolt' of potential to ignite the gas in the lamp.
